Why Arab Stadiums are Always Empty

I follow Arab leagues from time to time. I know they invest heavily in theirs teams but one thing I don't get is that how their stadiums are usually empty.

How do team owners manage to spend so much money without selling that many tickets?

the team owners must be full of oil money so they dont need to sell tickets i guess

that I must agree with unfortunately, we've got 4 Major teams in Saudi that got all the fans Hilal, Ittihad, Nasr, Ahly and another team Shabab which has no fans at all. The other teams are well not comparable with these 5 teams.
