Yamaha Maxim Question Help

I have a friend who just received an older Yamaha maxim. The bike is in wicked nice shape for it's year and all electronic work with no problem cranking over. So the problem he is having is that the throttle cable seems to be stuck. And if you look underneath the tank at the carbs it looks like the actual part attaching the cable to the carbs is not moving. Any help would be greatly appreciated I know nothing about carb bikes and I just want to help out a fellow rider.

Ps. Do you guys think I should just convince him to buy a newer bike and scrap/sell this one and use the money he has to fix it on a newer bike?

Cables are cheap $40 for the 2 . Or the throttle shaft is stuck which would require a carb cleaning. There not a bad bike but it is older

What model and year of Maxim is it? XJ550? XJ650?

I had an XJ650 that was in pretty miserable shape before I ever got it, but I still have a bit of a soft spot for it... first bike I ever wrenched on myself
