Yes... because developing in-house talent is a guaranteed way to build a great squad.

Everyone always points out the MUFC '92 class as the standard to be emulated, but thats more of a anomaly than some realistic goal. Look at United's current squad - how many home-grown players are stars? John O'Shea is a relative regular, but Wes Brown and Darren Fletcher are not quite squad regulars. Kieran Richardson could be next, but its too early to be certain. Thats not exactly a stellar recent record of developing talent from your own academy. Better than some, for certain, but Ferguson has looked outside his own youth ranks for his key players. Would the Man United squad still be the same force if SAF had relied on Darren Fletcher to replace Beckham, rather than buy Ronaldo? Or if he decided to use Wes Brown rather than buy Rio Ferdinand?

Its definitely a nice thought to develop young, local players into club stars. Just look at Liverpool, with Steve Gerrard, Jamie Carragher, and even Michael Owen (when he was still a Scouser). But not only is that difficult, its unpredictable. And when you are a quality club that requires quality players (or hoping to become one), then relying only on your ability to bring youths through into the senior ranks is very likely to burn you at some point.

Sure, Chelsea have been excessive in their purchasing the past several years. But what they have managed to assemble is one of the most complete and deep squads in the world. They are setting themselves up to be able to promote from within their own ranks. And you have to remember that England's locality rules mean that Chelsea, like Arsenal, can really only recruit youths from within London. And that means they are competing against all the other London clubs to sign the promising ones.
